What is Microsoft Access?
Access is Microsoft's user-friendly database application development environment.  Access allows non-programmers to create their own simple database applications through the use of 'Wizards' that step them through the process of creating tables, queries, and forms.  These application elements can then be tied together with 'macros', which are linked to events like 'OnClick'.
 
Access uses the Microsoft Jet Database Engine (MDB files) and has an underlying language that is almost identical to Visual Basic.  Access is ODBC compliant, so it can work with other DBMS's (like Oracle or SQL-Server) provided that you have an ODBC driver properly installed and configured for it.  You can 'attach' tables from external databases to an Access MDB, allowing you to leverage of all of the wizards that Access offers against these external data sources. 
 
I use Access almost everyday, mainly as a programmer's tool for browsing and querying Oracle database servers.

It has been my observation that Access is a great tool, and it allows non-programmers to do things that they would otherwise not be able to do without hiring a programmer.  What inevitably happens though, is that these users get to the point where they want to do something that the wizards will not do for them, requiring them to write actual Access Basic code.  They have 'hit the wall', so to say.  They reach the limits of their competency with Access, and need to learn how to program or hire a programmer to properly complete their project.
